Syracuse, N.Y. — The upper floors of a former industrial bakery building on Syracuse’s Eastside will be turned into apartments as part of a proposed $16 million renovation.

Developers Jason Evans, Matthew Rayo and Randall Hadzor have submitted plans to the city to renovate the former Syracuse Bread Co. building at 200 Maple St. They have a contract to purchase the building from the Greater Syracuse Land Bank for $10,000, according to the documents.

The developers said they plan to put 19 studio and one- and two-bedroom market-rate loft apartments on the building’s upper floors and 27,500 square feet of commercial space on the ground floor. The commercial space will include food and retail tenants and art studios, they said.

A 2,000-square-foot courtyard will be cut into the middle of the building to provide more light and fresh air to the apartments, according to the plans.

The building will be named Syracuse Bread Factory. Evans, Rayo and Hadzor have created a website for the project, breadfactorysyr.com, and plan to solicit stories, memories and photos from anyone who has ties to the building’s past.

Designed by famed Syracuse architect Ward Wellington Ward and built in 1912, the 64,400-square-foot two- and three-story building was used as a bread factory, first by Syracuse Bread Co. and then by General Baking Co. when that company acquired Syracuse Bread in 1922. The name of General Baking’s flagship product, Bond Bread, can still be seen on the exterior of the building.

The bakery closed in 1971 and the building was sold to Cooper Decoration Co., which occupied it until the early 2000s.

The building, one of four remaining examples of Ward’s commercial work, is in rough shape, with sections of the the roof beginning to cave in and water damage throughout the structure. The developers describe the project as a “complete remediation, redevelopment and reactivation of a historically significant and long-vacant building on Syracuse’s Near Eastside.“

“Despite extensive damage caused by weather and neglect, the building is structurally sound, historically significant and worth saving,” they said.

Syracuse Bread Factory LLC, an entity created by Evans, Rayo and Hadzor, has applied to the Syracuse Industrial Development Agency for a mortgage tax exemption valued at $63,000 and a sales tax abatement valued at $666,880.

Empire State Development, the state’s economic development arm, has approved a $1 million grant for the project. The developers are also seeking state and federal historic preservation tax credits.

Plans are to restore the exterior of the building largely to its original design and character, with new windows replicating the originals. The interior will undergo a gut-renovation. Three vacant parcels across the street will be cleaned up and partially used for parking, according to the developers.
